TriggerConfigFlags: Change default value of CostMonitoring.monitorROBs to True

Switch the Trigger.CostMonitoring.monitorROBs flag to True by default.

As just tested in Technical Run 18 at P1, the monitorROBs option has no effect on the HLT performance, while it provides very useful monitoring data. Tested in runs 393457 (monitorROBs=True) and 393463 (monitorROBs=False).
