Fix for ATLASRECTS-6383

William Axel Leight requested to merge wleight/athena:ATLASRECTS-6383 into master

This expands a previous FPE fix to also veto attempts to extrapolate into the MS from the MS entrance if the pT is less than 500 MeV.
