This requests adds the code to calculate which thresholds an eEM RoI should have passed to the eFexEMRoIThresholdsTool (in TrigSteer/L1Decoder) and set the corresponding bits in the threshold word. The implementation includes eta-dependent ET threshold values where specified in the menu. This is discussed in the JIRA ATR-23290.
