PixelConditionsAlgorithms: more flexibility to be able to run with ITk

More flexibility in PixelConditionsAlgorithms to be able to run with ITk:

  • add ability to set detector manager name
  • run without IBLDist alignment
  • cleanup ITk Pixel and Strip geometry alignment config
