TCC reconstruction in R22

I've got a preliminary R22 configuration with TrackCaloClusters working in the post-AOD step (i.e. "derivation" step). A few other related tool configurations had to be included (TTVA tool being primary one) to get this to work, and a few components had to be removed (namely the unifyProperties in runTCCReconstruction)/tweaked.

Just ironing out a few minor points relating to read-in/read-out of the TCC with their associated FlowElement container, and once rectified will remove WIP.
