Implement CLEANllp for jet triggers decorators+hypo
This MR finalizes the work of ATR-22623 requiring to implement LLP-like jet cleaning for Run 3 jet triggers. After this is merged, jet chains applying this cleaning selection will be configurable using the CLEANllp keyword.
This should also address ATR-22901 since the cleaning decorators have been added to all small-R EMTopo jet collections for now. Trimming of the decorated collection will be done later, but this will at least enable the capability to use such chains.
