Cleanup Pixel conditions and digitization config in preparation for ITk

Cleanup CA-based Pixel conditions and digitization config in preparation for ITk:

  • try to setup dependencies better
  • avoid unused private tools
  • add initial ITk conditions configuration -> mostly 1-1 copy with reasonable ITk specifics

All ITk configuration is as standalone as possible. All containers are renamed to make it easier to identify clients. This unfortunately causes a bit of configuration duplication at this stage.

I tested MC and data overlay and no output has been changed. It also works in serial and MT. Running full-unit-tests to make sure no hidden issues are observed.
