Preparation for tracking geometry cond algs

Edward Moyse requested to merge emoyse/athena:master-tracking-geom-condalg-on into master

I ran RunTier0Tests locally and it all passed . Adding full-unit-test to see what else we can catch.

I turned them on in previous versions of this MR, then had to disable to get all the fixes in. Followed up in other MRs.
