Introduced buildFcalChannelMap function to be used by LArDetectorFactoryLite

Vakhtang Tsulaia requested to merge tsulaia/athena:master-fcallchanmap into master

The new function will be used for building FCAL Channel Map when GeoModel is constructed from SQLite database.

Also made some cosmetic changes in the implementation of FCALConstruction class
