IDPerfMon: add posibility to alter solenoid current

Salvador Marti I Garcia requested to merge martis/athena:IDPM_R22_7_v7 into master

Addin a new variable (solenoidCurrent) which is then used for scaling the Inner Detector solenoid field. The goal of including this functionality is to study the effect of the solenoid field in the momentum scale.
