Add LRT merger and decorate LRT tracks
A track particle collection merger is added to the ID derivation framework. It combines the separate LRT track particle container and the standard track particle containers so that the end users can use it.
In addition, two decoration tools are added for LRT (track states on surface and TTVA).
Corresponding flags for the LRT merger and TTVA decoration are added.
