TrigCost: save bcid metadata and disable saving all data in master slot

Aleksandra Poreba requested to merge aporeba/athena:rate-bunchgroups into master
  • retrieve bcid per bunchgroup in EnhancedBiasWeighter and save them to RatesAnalysis metadata (cc @dzanzi)
  • disable saving all cost data only in the master slot by default during ATR-23597
  • fix skipping empty events logic: increase walltime even if the event is empty (follow up to !44191 (merged))
