Adding cut on precision track d0 for LRT electron chains.

This adds a cut in the precision step on the d0 for LRT electron chains. It uses the same keys as the fast step, lrtloose, lrtmedium, and lrttight. There is no change to the counts reference because the chains are still commented out in the LS2 menu.

Addresses the last technical change required by ATR-23500.

ctests pass, except TrigInDetValidation_TrigValSteeringUT_ctest which timed out

runTrigART.py didn't report any count changes.
