Allow two-station non-extrapolated tracks with one CSC station

Previously the check to reject non-extrapolated tracks with only one station required the presence of an MDT station that wasn't EM. But this of course means that two-station tracks consisting of CSC+EM are also rejected: adding an explicit check for the CSC should fix this issue.
