Update particle flow e/p reference file

Mark Hodgkinson requested to merge atlas-particleflow-software/athena:mhodgkin_revertEOverP into master

This MR switches back to the e/p reference file derived from the CP Round 1 samples. I ran RunTier0Tests.py and did not see any problems.
