ATR-23577 - adding afprec (dijet) chains

also fixing a small ordering issue in the alignment that meant that mb_jet chains were not properly treated because mb comes first in the chain name but second in the alignment, and uses a jet configuration that is not the same number of steps as the maximum number of steps in the JetMET alignment group.

afp details and implementation from @amoreira, I just patched this into the menu. Draft because I'm not positive the afp side is fully ready to go, but have prepared this just in case.
