Add new dictionary files for ITk geometries with GeoModeXml-based pixel using updated Identifier scheme

@dshope The HGTD part of these files is different to the previous _23 ones, but I'm not sure which one is correct. Perhaps you could take a look, and these can then be corrected if needed in a subsequent MR.
