22.0-reduce-dynamic_cast-InDetAssociationTools

Work done to accomplish ATLASRECTS-6430; TrkPrepRawDataType gets two more entries to distinguish Pixel and SCT clusters, and becomes an enum class. Other changes initially accommodate this change, and then these are used in client code.
