22.0-TSoS-unique_ptr-InDetTrackHoleSearch

This should complete the conversion of InDetRecTools packages to use the new TrackStateOnSurface constructor taking unique_ptr arguments in place of bare pointers. Work undertaken in the context of ATLASRECTS-6384.
