TrigP1Test: Increase MessageCount thresholds in test_trigP1_v1PhysP1_trfDbgStream_build.py

Increase INFO and WARNING thresholds for MessageCount in the trfDbgStream test. Fixes ATR-22815.

The INFO ones are related to conditions loading, so not really an issue. The WARNINGS are all:
InDetTrigPriVxFin...iPriVxFinderToolamvf 1 0 WARNING No vertices found: returning a place-holder at the beam spot center. [394829,6223,t:1623765570.868355735,l:2,b:419]
