TrigP1Test: Add a test to write configuration for SMK for HLT reprocessings

Add new test test_trigP1_v1Dev_dumpConfig_build.py which is similar to test_trigP1_v1Dev_noL1Sim_dumpConfig_build.py but with L1Sim enabled and without the -M option.

This is to facilitate SMK creation from nightly test outputs for HLT reprocessings, as discussed in today's Trigger Operations meeting.
