This changes are needed to fix: ATR-23741 and ATR-23742 which rely on proper AFPTracCollectionHanding in HLT. There needs to be a followup MR with fixes to AFP reco code. There, the creation of the output is not guaranteed. Tagging @ladamczy @pbalek
