Updated SiTrackMakerTool for ITk [ATLIDTRKCP-340]

This MR implements the porting of the ITk specific configurations of the SiTrackMakerTool from release 21.9. Run 3 reconstruction is unaffected. A few extra classes are updated along the way to allow the computation of pTseed.
