Backport campaigns configuration to 21.0 for reprocessing

Backport campaigns configuration to 21.0 for reprocessing so the trigger step has the same job options available as in 22.0. Only a small subset of files will be backported.

Basic testing with r12627 shows no differences. Will test more after in the nightly.
