Fix LArRinjComplete

This MR brings the missing declarations for ILArRinj and LArRinjComplete (used in HEC calibration data processing).

In the same time it removes the old TB algo LArDigitPreprocessor mentioned in ATLASRECTS-6443.

There is no change for any standardly used code.
