Setup final reprocessing particle flow algorithm configuration

This MR adjusts the default values of two python flags such that we configure the reprocessing particle flow tier0 setup by default. I ran RunTier0Tests.py and saw no crashes. The output changed a lot in pflow,met and jet containers as one would expect.
