RatesAnalysis: Skip AOD prescales when JSON are present

Skip prescales read from AOD prescales set if JSON prescale set is given. AOD prescales should affect only triggers that were disabled and Athena job and enabled in input JSON prescale.

Print warning if:

  • chain had multiple seeds and will be disabled
  • chain/item was enabled in supplied json but disabled in AOD
  • chain/item was in supplied json but not in AOD
