Fixes for better handling of jet rebuilding on AODs
!44380 (merged) induced a number of failures in DQ ART tests; this should fix these.
- do not schedule jet rebuilding if the jets already exist
- force specific naming of btag algorithm sequence as a function of whether it's being called from old-style job options, not # of threads in job
