Adding tool to monitor HT in jet monitoring, HT chains and HT histograms
This MR addresses this JIRA ticket: ATR-23686
We have started to monitor HT chains in the Run3 monitoring framework. In the jet monitoring, however, we currently don't have a way to monitor the HT of jet collections. This is now added to the Run3 offline monitoring. Additionally, dedicated HT chains as well as corresponding HT histograms have been added to the online jet monitoring config.
(Also, a few unimportant rearrangements of helper functions and fixing year numbers in other tools)
