Updated InDetAmbiScoringTool for ITk with eta-dependent cuts [ATLIDTRKCP-345]

This MR implements the porting of the ITk specific configurations of the InDetDenseEnvAmbiTrackSelectionTool from release 21.9, adding eta-dependent cuts. Run 3 reconstruction is unaffected.
