Create LAr Calorimeter Signal FeedThroughs by default (ATLASSIM-4437)

This MR will switch on the creation of the LAr Calorimeter Signal FeedThroughs by default. This requires enlarging the Calo envelope slightly. The change was validated in ATLPHYSVAL-655.
