Hello,

This MR adds a new AthReentrantAlgorithm to thin the TRT standalone tracks neither used by e/gamma nor taus. The functionality was initially implemented in egammaTrackSlimmer, but as discussed in !40605 (closed) , it has been moved to a dedicated algorithm in order to include taus (ATLTAU-1770). The number of thinned InDetTrackParticles tracks is limited, but this algorithm consumes little CPU, so it might still be worth it.

A few AODFlags have been introduced to control the thinning.
