Added ITk tracking configs for reco

Thomas Strebler requested to merge tstreble/athena:ITk_TrackingConfig_master into master

This MR is a first attempt at defining some ITk specific reco configuration, based on the component accumulator. Run 3 reconstruction is not affected.

I'd be surprised if it runs out of the box but at least it provides some basis to iterate on.
