PostInclude run3 g4 optimizations Emec slices

This MR introduces a postInclude jobOption to be used for Run3 Optimizations that uses the SLICES variant of the EMEC custom solid both for the inner and outer wheel. More info: https://its.cern.ch/jira/browse/ATLASSIM-3778
