Draft: Configuration for muon T&P chains and test

Between the last update to !44172 (closed) and now, the problems with infinite loops in the decision links for isolated muons seem to have vanished. However, the chain decisions may be affected by ATR-23807 or something else, they don't look right.

Adds the capability to schedule probe muon legs together with some chains to test. I believe the sequences are OK.

Will mark WIP and remove relevant labels but running CI first to to check if any ref diffs are missing in my checkout.
