Mitigate low-pt performance losses

Hi everybody,

in !43013 (merged) and !42947 (merged), we introduced cuts on the perigee momenta to abort extrapolation, which successfully removed the FPEs occurring in the large scale tests. However, this comes along with a price in performance loss.
