re-enable dE/dx trigger (ATR-21591)

  • Re-enable large dE/dx triggers as the non-reproducibility (ATR-22435) was solved.
  • Confirmed to pass test_trigP1_v1PhysP1_noL1Sim_runStopRun_build.py and also RootComp with 500 events of ttbar with bjet (which was once seen in disappearing track trigger)
