Add CA caching to frequently invoked (and verbose) JO fragments in Calo reco area

In RecoSteering test I have seen that we configure number of times some basic components. I added caching decorators to respective functions. The main reason was that these complained about the same issue number of times slightly polluting the log.

Tagging @wlampl as these were all calo related.
