tauRecTools: deploy FINAL R22 track classifier

This is a resubmission of !45370 (closed) with an improved training. Code changes are identical. This MR is submitted in parallel not to interfere with the other one, but it would be ideal to pick this one, rather than !45370 (closed) . The digest test is running and the reference will be uploaded as soon as it is available.
