ACTS tracking geometry for ITk [ATLIDTRKCP-348]

Draft for the ACTS version of the ITk tracking geometry.

Includes !45205 (merged), so should not be merged before that.

Geometry construction does not report any errors, and visually propagation through ID and ITk look fine.

@corentin do you want to have a look at this in terms of the material again at some point?
