Technical developments for new MCP calibration recommendations

This MR put in all the technical development needed for the precision Rel 21 recommendations. The tool default values are set such that the current recommendations are recovered. Once the final validations are finalized, we will change the default tool setting. Currently, we want to put these changes in such that early access to these numbers to precision analyses can be provided.
