WIP: InnerDetector: Python notebook documentation and athena test algorithms for polar annulus modules (AnnulusDebug)
This is high-quality documentation and test algorithms for the annulus strip endcaps in polar co-ordinates which has been developed by @pagessin and ported from 21.9. This was initially part of !44381 (merged), but has been separated to this MR to expedite the other MR. This is part of ATLITKSW-42.
This includes 2 images for the python notebook so athena prehaps isn't the best place for this, however the algorithms depend on athena, and it is important that this documentation is easily accessible and not lost to time.
Once the dependant MR has been merged, most changes should disappear leaving only the documentation.
