Draft: HGTD reco migration
Migration of the reconstruction algorithm (iterative track extension) used in 20.20 to associated HGTD hits to tracks. The algorithm won't be migrated 1:1, but rather implemented in tool(s) and algorithms to facilitate further reco developments and refinements.
