Initial update of the release version for the new branch planned for Run2 reporcessing

This is the first MR for the new branch 22.0-mc20 which should be used for the Run2 reprocessing. It is mainly to test the CI as mentioned in ATLINFR-4187. Additionally it changes the version for the Athena project.
