TrigT1RPClogic+Muon[Cabling,Conditions]: remove LVL1_STANDALONE code

The LVL1_STANDALONE compilation is no longer needed (confirmed by @mcorradi). This MR removes all #ifdef'ed code. This will also help to simplify the log messaging implementation in the muon cabling (ATLASRECTS-6313) and related code.

Also delete the unused ICallBackMuonRPC_Cabling.h.
