Sychronise setup of the HLT Egamma Fast Calo step netween newJO and mainline config

Ths MR contains small modifications in newJO setup to be more in sync with the mainline config. In particular, thanks to these changes not only etcut chains run in newJO test but also the LH (and others do).

Tagging @jodafons @cjmeyer - there is one change in the mainline fragment to use CompFactory - this is harmless as the CompFactory in rec-ex-common JO is CfgMgr in fact. FI @dbakshig
