Remove doCSCSDO temporarily and fix CSC/TGC PRD IdHelper runtime errors

A failure in the test_muonrec_Run3_asymmetric was coursed by the CSCSDOVariables.xx: https://its.cern.ch/jira/browse/ATLASRECTS-6536 Remove the doCSCSDO option temporarily and will add it back after the bug is fixed. The runtime_error of IdHelpers in CSC/TGCPRDVariables.h was threw in the log file, trying to fix them.
