Additional changes to JetCMX for JSON migration (ATR-21865)

Remove use of Lvl1ConfigSvc and unused printTriggerMenu method, retrieval of unused TriggerThresholds, and adapt to fact that jets always used a large window in the legacy system, so no need to check if window is large or small any more.
