Removing duplicated properties; cleaned SuppressSmallPT code

After fixing in master a bug in loading the UserHook SuppressSmallPT, I realized that that part of the code could be cleaned also in 21.6. This MR is harmonizing the two. I took also this opportunity to remove some duplicate properties between Pythia8B_i and Pythia8_i.
