TRTMonitoringRun3 release for the M9

Nikita Belyaev requested to merge nbelyaev/athena:master-TRTMonitoringRun3 into master

This is the fully functional release of the TRTMonitoringRun3 that will be used during the M9. In the meantime, the optimization and code clean-up will be performed.
